Can I prevent getting a duo on MY team.

Everytime I get a duo on my team we lose. Last game every other role won but the bot jgl duo on our team fed their asses off. A duo causes your team to have a lower mmr then the enemy team. I want to opt out where I can NEVER have a duo on my team. If it is on the enemy team I do not care. I just do not want to play with them on my team they are toxic and feed. They also gang up on another role and bully them. Our mid was doing great, but because they were useless we started to to lose so they both ganged up on our mid and bullied them instead of excepting responsibility. How to I avoid this cancer?
