Are we getting new masteries (and maybe new runes) this season?

Alright, thank you for replying. I know the Riot team must be really busy with all the new season on it's way, but do you think masteries might get some attention once everything starts running smoothly again?
Yeah, I expect we'll look at them again at some point, there's definite room for improvement there in terms of how both runes and masteries are handled (lack of genuine, interesting choices in various places in particular).

I think your team should be more concerned just with how expensive it is to even experiment with Runes. If the majority of Runes were free, you might be able to actually make a more expansive and dynamically interesting system because people would actually have the room and the time to try out all sorts of new combinations. Right now they can't afford to do so because they need to just buy the most efficient ones.
One thing I would suggest is removing all Defensive runes and leaving just Offensive and Utility runes and making Masteries a lot more about Utility rather than Damage, Tankiness or just flat stats in general.
One of the reason league is so fun is because you can change the base stats of champs, going into defensive runes allows tanks to scale nicely and be relevant. removing the variation would lead to the league of damage.

The only problem with that is that there isn't any actual diversity in runes when you allow Defensive ones. There is only diversity when its actually inefficient to run defensive runes in those slots, which is why you see a lot of ADCs pick up CDR or AS instead of MR on Blue. Yellow is a whole different problem entirely since its almost always just Armor and Health.
In all honesty, Runes and Masteries should be focused entirely on playstyle changes like the canceled Dawngate was going towards. They should not be focused on raw stats unless its specifically for a playstyle and even then the stats should be lessened. You shouldn't be picking Runes so you can "scale nicely" when your stats should already be able to do that by themselves in conjunction with items. The fact that most characters can't even handle minions and monsters on their own without a fully efficient rune page is ridiculous to me.
Pages should be "I want to be a skirmisher, duelist etc.," not "I want Armor, AD, more Armor and CDR"
I agree with the argument against expensive runes. For example, I just finished getting a full set of Hybrid Pen Marks for my Akali page. For those of you who don't know, a full set of Marks is 9 count. How much did that cost? 7,380 IP. Which is more than the most expensive champion. I really don't want to spend that much on a QUARTER of my rune page, it takes way too much time. It took me about 3 months to finish the Hybrid Pen Marks.
wasn't that one of the three things supposed to be addressed season 4? (Support, Runes, and fighter rework (RIP))

why don't you just remove runes completely? they're terrible.
What about the changes to flat health and mana regen? It seems like a lot of champions can circumvent their mana/regen weaknesses in S4 by loading up on a bunch of flat regen from runes, then amping it with % regen from items.
items only amp the base regen, not the flat regen from runes and masteries. but then again, there are already sclaing runes, so they don't actually need to.
it will make regen runes more desirable on champs, that don't benefit as much from items.
Last pre-season you guys were teasing a runes cleanup moving utility into glyphs and defensive stats to seals, offensive to marks and then have the quints represent meaningful playstyle choices IIRC - for instance people sometimes run AP glyphs right now which is a confusing design as you're forced to choose between offensive stats (AP), defensive stats (magic resist) or utility stats (CDR) glyphs meanwhile mana regen seals are more efficient than glyphs and so on. I may have missed out on some information, but all I remember was someone stating it would be too much change at once. If this is still something you would like to do, is it at all possible that it would happen before preseason 2016? I for one was very intrigued by the prospect of having clearer decisions to make with the runes and really have them impact my play, because right now it feels like a core set of runes are just best on every champion and building pages to cater to your own playstyle puts you at a slight disadvantage in effectiveness.

This. This guy puts it better than my earlier comment did.
Runic Shield please, it's overdue... It was useless when released and still is. Some other stuff in defense tree and especially support tree could really do with some work. I never understood why you didn't fix part of it during season 4 already, you nerfed those that were overpowered aswell :/

Well I'd hope for some mastery changes because there seems to be some masteries that are just lack luster and have little use as most the time you don't go past 21 points in a page. Unless you really want to be offensive, utility or tanky then there isn't total need for some of these masteries. Maybe some minor changes to these or different ones (keep some, I do have a liking for the increase by 1% auto attack damage for spell cast and vice/versa.
Are there plans later down the road to normalize runes? A while back, I saw stuff like making Reds the all-around Offense runes, Yellows the Defensive ones, Blues the Utility ones, etc. Is there anything in the pipeline for this, or for further number balancing and normalizing what we have?
I'm not sure they could actually do that, this would seriously screw up peoples rune stocks and they are too expensive to simply correct that.
You know I don't think it would take much thought or work to really do this one small thing with masteries.
Runic blessing is utterly horrible. Could it at the very least be made to come back every time you go back to fountain and gain increases based on level(+3 shield hp per level). As it stands it's not a very interesting or useful choice.
Wait what?
But every pre-season brings a whole new set of masteries to learn :O
Couldn't we at least just shake it up and return to Season 3 masteries for a few patches or something?
What about runic blessing? that shield is completely useless.....or at least make it come back after death until its changed/removed
It only comes back after death

Let's just change items, champion stats, masteries, and runes entirely separately instead of together in a holistic fashion.
Then we should leave the jungle alone too. RIP my jungle that got me to diamond :(
@Meddler Is there any chance that we can see tier 3 runes being dropped down to tier 2 prices and removing tier 2 runes for the sake of clarity? I mean, I've played this game for some of season 2, all of season 3 and all of season 4 and I barely own half the champion roster, plus 6 rune pages. I would like to see this small buff to runes so that players have a solid chance of owning 15+ champions, while having 2 full rune pages ready for ranked by the time they hit level 30.
How about they remove Tier 1 Runes and bump both Tiers down in cost?
oh god plz no i just finished my second rune page after 6 months of playing lol

Please don't nerf my attack speed runes. I spent a lot of IP on them and don't want to have to buy whatever the new "OP" runes for junglers are.
They've addressed this multiple times in multiple places, pretty much any major discussion about the upcoming season.
The Red Meddler is from NA but is the Meddler from OCE the same person. Confusing. Anyways, thanks for answering my question; I was just a little curious.
I feel like we should get either new defense or utility masteries or buffed ones for jungle specific masteries, since the jungle is gonna be much harder now :/
I'm curious about when the Ranked reset will happen. Previous seasons had the Ranked ladder reset for the preseason, allowing players to immediately start climbing the ladder after getting last seasons rewards while testing out the new changes to the game.
While I understand all progress made in the preseason this time will factor into the reset, no matter how small the gains or loss made at this time, wouldn't it be easier as a whole to just reset the ladder now instead of later? I see lots of people using this as an excuse to not take ranked seriously as they've already got their ranked rewards and "the ladder is going to be reset anyways."
That's weird, you should be able to get 6300 and an extra 1k in like 2 weeks.
How did it take three months? Going by the first win of the day bonus alone, 7380IP/150IP=49.2 days. That's ignore the IP from games themselves. It shouldn't have taken more than 1.5 months at most.
