You may have that opinion, but it seems to feel very badly of a Trojan horse "buff" to supports when the meta has been abuse case after abuse case of Relic Shield and Spellthief on non-supports, especially since Kleptomancy went live.
This new change wouldn't be such a terrible thing if it actually addressed the abuse cases without severely damaging support engagement and item choice. Shield Battery is an amazing passive to have on tank supports, and Queens Tribute works flawlessly on poke supports. These passives don't change playstyles, no, but instead they enrich them, and make doing the jobs they're needed for much more effective.
Getting a Sightstone as an active is absolutely not any more engaging than knowing you have a nice shield as a passive or a GTFO escape plan when you land a spell. Warding is absolutely dull and boring, a mandatory task dumped on Supports. Being a better warding machine is not an engaging mechanic, and having more wards as a reward is like your boss giving you more reports to write as a reward for doing a good job. It's unsatisfying, and I would much rather work towards an passive I know will help me in the long run that towards an active that is just a number crunching optimization function.
