Where are the Armor Pen/Lethality Boots?

Everyone complains about Ninja Tabis as the go-to boot and that it is too powerful.

Why not just create an armor pen boot for people to complain about or enjoy?

I think it's a simple solution that opens up more options for gameplay. The game already has magic pen boots, so the idea isn't that crazy. I would imagine most AD Assassins would build the new armor pen boot; instead of Tabis or Mobis. Most ADC's would then have a choice - Attack Speed Boots, Armor Boots, Armor Pen Boots or Merc Treads for heavy cc. Bruisers and Toplaners would have the option of going tankier or dip into some armor pen.

With the option for free lethality. I think Ninja Tabis wouldn't be bought as much and the choice of boot would matter more.
