Why do i have to play with people that are level 30 and are still "new" to the game.
Im level 140+ right now and why do i always get in a game with level 30-? I think its MMR thing and if it is tell me how to raise it up please. Ty

You raise MMR by winning games.
New accounts start at 1400 MMR and go up/down about 30~ depending on win or loss.
Keep in mind though in normal games matchmaking could be skewed due to high levels queueing with their new to the game friends.
while i do agree lvl 30 does generally mean they haven't played since they raised the level cap or they are new
unfortunately its not an "end all be all"
it certainly is a very good indicator, and i agree it certainly is somthing that should be taken into account.
but a lvl 140 bronze player is going to be a lot different from a diamond smurf on a new account.
so you cant completly exclude
and u also have to consider if for some reason an older p[layer went back to league since they riased the cap they would be lvl 30. (not that i recomend going back to legue in its current state, but its an example.
overall i think your statement is correct in the vast majority of cases
i just want to you to consider the times where it it wouldn't always be.
How do you know theyre still new? Ive probably played many more games than you and im not even level 100. You forget 30 was max level until recently.
