How will the borders work at the end of the season?

Im making this to ask how will borders work. Someone told me you will get ur border (Silver in my case) at the end of the season Someone told me you will get ur border next season. And finally someone told me u will get it next season when ur silver u will get it right off and u imporove from silver to gold u will get gold border right off no waiting for season ending. So please tell me the right answer
