I would say Irelia. She got quite some functions deleted from her kit, since she just had way too much stuff going on.
From Akali, they took away her healing on Q and her unique stealth mechanic.
From Aatrox, they are taking away his revive.
From Irelia, they had to take away the shield breaking passive, magic damage reduction on her W, and disarm from her ultimate.

Akali when she first came out was abusing electrocute, like other champs, before they nerfed the damage and she was pretty absurd to deal with.

Aatrox,can't stand that guy when he gets fed,at least Akali can die if she gets fed but Aatrox is a serious pain in the ass to kill when fed not just for one person but for an entire team to kill. Like if Aatrox is the last person standing on his team after a teamfight somehow,then I'd rather ignore him and push some other lane because he's a waste of time to fight,I treat him like a fed Chogath but worse with his insane healing.
Aatrox was systematically designed from the ground up to be as powerful and cool to watch as possible.

Besides I dont think Akali or Irelia were ever overpowered, hogh elo just values mobility a LOT. Old Akali was stronger especially before the Assassin Update gutted her R, but her new E is fundamentally broken in competitive on top of her R being 2 skillshots. The second cast should be entirely targeted and E first cast not move Akali then she would lose a ton of pick priority but could actually gain power back

I know I hated facing Akali the most of the three at the time. Still kinda do, her shroud was so frustrating. Between Aatrox and Irelia, I like facing Irelia more, at least her movement was conditional. Aatrox could just hold dashes and smash people.

Akali and Aatrox are tied for first probably. I'd barely give it to Aatrox for most broken over Akali.
Akali cause he countered both Aatrox and Irelia while having higher assasination level and successful 1v5 unlike the other while being squishier. Altho I would picked Aatrox imo bit that'a jist my opinion about Akali
