Whether Yasuo Should Get Rework

Reading through many of the posts concerning Riots announced intent on giving Yas a "rework" to address players frustration/banrate, I have been reading many of the posts and one of the more common arguments against it is that Riot shouldn't change things because the problem mostly exists for low-elo or more commonly called "bad players" [zombie-brand-mindblown]

Considering that this usually refers to Bronze/Silver players and where Yas is commonly seen as problematic then Riot is addressing an issue that affects ~70% of their player base (Bronze-30.79% Silver 39.02%).

I think that is a commendable reason to address this and a bit surprising since usually a lot of the balance seems focused around pro-play/LCS Just wanted to point this out and see what others had to say.
