Is there a reason to pick Ziggs over Azir?

Serious question, what does Ziggs have over Azir ?

Less mana intensive? or better waveclear?

Ziggs has better burst and can zone slightly better than Azir. He also doesn't need to worry about positioning as much as Azir does. Azir has better sustained damage and can turn a game with his ult, due to its disruption in battle.

Ziggs also has a bigger midgame powerspike where Azir has a bigger lategame powerspike. Ziggs is also probably the best aoe style farmer mage in game with better harass than azir early game.
