can poppy's abilities scale off her base AD not Bonus AD?

i mean shes kind of a juggernaut. why isn't her abilities scaling off her base AD like Illaoi which has a way higher scale and its on all AD not just bonus AD.

This would do the opposite of what Riot wanted to do with her, which is make her viable. Plus to compensate they would buff the shit out of her base ad making her use trinity force and gage, which might end up making a monster you don't want to meet. Just don't make posts about balance lol.
