Nope, no longer a good top laner in most matchups. He gets shit on pretty hard by most meta tops.

My impression is that it wasn't so much Nautilus as the overbearing IBG + Sunfire combination.
Nautilus is not a good top laner for carrying like a riven or Jayce can be. What Nautils is good for in the top lane is providing utility for his team. Unless you are playing against Darius or trundle most top match ups aren't too bad, especially if you go even in lane, Naut outscales a lot of top laners due to his utility. I main naut and I find him a very reliable top laner and can often with games when I lose lane simply because I offer more for my team as a tank compared to a split pusher like tryndamere or lighter fighter like riven. Also zz rot is your friend

Naut is not that bad on top lane there is pros and cons for him being top lane will say max out his W and like your main items set would be like depending who you are up against

He's more of one of those champions you pick for the betterment of your team comp, His old brokenness/overbearingness in lane came from a cheaper
rush and 125% base ad down to 100% on
's sheen proc. Also his E damage got nerfed fairly significantly which he typically maxed first. So I would say hes no where as strong as he was in lane, but he's pretty much the same champion in a late game comp
