@Meddler: Don't you think Ashe's Q could be more interesting?

Putting aside Ashe's winrate, pick-rate, balance state, etc., for the time being, I'd like to highlight something in Ashe's kit I've always found extremely lacking: her Frost Shot. It's just a toggle that enables Ashe to permaslow at a cost of 8 mana per shot. That's it. No bonus magic damage, no stacking mechanic, nothing fancy at all.

It's EXTREMELY BORING.

Granted, it was made when League was in its beta days, but it hasn't changed at all except for number values. It's still just a toggle that only adds one effect: slow.

Besides just the boring nature of the effect, it also comes across as borderline toxic. Why? Because all Ashe needs to do to slow you is hit you ONCE with a basic attack (which is easy for her with her 600 range). Not 3 times like Vayne's Silver Bolts; just ONCE. And then you're slowed. At which point, you're either left immobilized and unable to retreat or chase her as she keeps attacking (i.e. if you're Udyr, Skarner, Trundle, etc.), or it barely affects you at all since you can just gap-close to her or jump away to escape (i.e. Jax, Irelia, Katarina, etc.).

That's extremely binary, and is akin to a "feast or famine" scenario.

Meddler, I think it'd be really beneficial if Ashe's Frost Shot was made into something more entertaining and fun to use. However, since mine is a solo opinion, it probably means jack sh!t, so I'm looking for your opinion on the matter. Do you think Frost Shot could be a better-designed skill?

I just played a game with her and I thought it might get changed to have the slow stronger the nearer your opponents are. This would enhance her kiting capabilities when chased while giving more breath to escaping enemies. I'm fine with the toggle thing, though.

If it does remain a toggled effect, maybe some sort of passive when its off? Like passive attack speed or range when frost shots are off?
