They did. But it still didn't help lololol. Ppl warned riot not to release new dark harvest cuz everyone was gonna take it but riot didn't listen.

they already hotfixed 10 base damage away in in early, so from 50-80 to 40-80 and only 5 additional dmg instead of 8

It's pretty balanced now. It's a win more rune, not something you should use if you expect to face a hard matchup. That being said, yes, everybody can take it and not do horribly with it, but that doesn't mean anything. It's just good in mulitple situations, not tied to auto attacking like all precision keystones are.
