If Singed dealt true damage with his auto attacks.

If Singed dealt true damage with his auto attacks to jungle monsters would he become a viable jungler? I don't believe it would be possible to abuse this mechanic by building him with attack speed and attack damage because the rest of his kit would be so far removed from that, along with the fact that he has the shortest attack range in the game. Furthermore, the true damage would only apply to jungle monsters and not regular champions.
In my opinion his clear times would be on par with most other junglers in the game. He would remain exactly the same when taken top lane. He would then become a viable jungle champion. I have long awaited the day when I could use Ult + Ghost and come sprinting out of the jungle with Singed for a gank.
