Why Am I Still Playing With New Players?

I'm sick of playing with new players under level 30, I have over 2000 games and my games still get ruined by new players. I'm sure there are enough players to be able to place low levels with each other. Or at least a # of games filter so that the matchmaking is more fair. I recently had a level 23 Janna who had 0 vision score at 20 minutes and never ulted once and her pre-made ganged up on me for pointing out she had no wards placed. I just don't think it's fair to people who have played longer to have games ruined because of an unfair matchmaking system.
