That's bad game design btw. If you can tell based solely on champion picks, that means the champions rather than the players generally decide games. Not really on topic, just something interesting I noticed.
There's currently 143 champions, there are counterpicks in the game and league is quite a strategic game. You do everything in your power to win, counter picking is really important.
Its not a bad design and i actually quite like it.
Champions don't decide the game, they will just increase your chances. If you give a silver player any counter pick against a diamond player, it is obvious who will win no matter the champion.
It all depends on how good you are as a player, champions and counterpicking gives you an edge, you can really increase your chances by a lot if you counter pick at some situations.
Team composition is also really important, you need to consider if it is worth picking a counter if you are able to get kills and win lane hard if that champion isn't good for team fights or split pushing and you don't have enough of a lead, it can be bad.
