Celerity Was Overnerfed
Bring it up to 2% MS or even 1.75% and it'll be fine again. At the moment, even champions with MS boosts often perform better with Absolute Focus.

Cut the adaptive AP/AD bonus, free up the rune's power budget for the actual reason people take the rune: MS!

this.
they should just revert it to 3%
If they gut the ap/ad I hope it would be 4%

For some reason, Riot has become very stingy about early game MS buffs. For years, %4.5 MS Quints were fine. This year, they started Celerity at %4, to replace the old runes, then quickly brought it down to %3. Currently it adds ~5MS lvl 1 for most champions, about as much as Coin. Not enough to actually proc itself.
Theoretically, with the new runes, one could start with Relentless and Boots. If Celerity gave %3, You could actually start lvl 1 with ~ +50 flat ms... which is probably broken somehow.
tbh if they cut the current damage by 50% and give 5% movespeed I'd be more willing to take it
The problem wasn’t celerity itself but instead the other two options being overall garbage.
Transcendence takes way too long to be effective in an early game oriented meta, it should give 1% CDR per level and maybe some champs that used to take scaling glyphs would start to use it (Riven comes to mind).
Absolute focus is just a poke rune. If you’re an artillery mage take it, otherwise don’t. Not sure how it could be improved.

make the ad/ap fade while you're lower and not dissapear is one way
Wait 1% CDR per level is actually such a good idea... why didn't they do this. If they really want it to be something "unlocked" at level 10 they could do it so you gain 0.5% CDR per level and then at level 10 you get an extra 5% CDR to become 10%.
Transcendence is used a lot. Works perfectly fine with current ap builds. I would consider taking celerity if it does gives that 4,5% mov speedy old quint used to give. Idc damage at all.
If it were up to me, Absolute Focus needs a lower HP threshold (let's say, 45-50% HP), but give it lower stats at the level 1, but much higher stats at level 18 to balance it out.
needs direct buffs instead of an indirect buff.

but how do you buff him without making him even more obnoxious? I play assassin hecarim allot and I doubt anyone likes to get 1 shot before they can react to a 800-1000 ms pony charging at them
Make him able to use more Q giving him some form of tankyness. just a bit of armor by lv or hp by lv. They can take out some damage from his E to do that but at least he can do what he should do.

Well, that's kind of Hecarim in a nut shell right? He is a very opportunistic jungler who thrives on diving into low targets when they can't run away from him. AP Nunu works the same way, and Khazix. It just depends on how much damage they can do while the enemy can't run that makes them OP vs just ok.
The problem with %MS is that everyone wants it. It helps literally every champion. Unless it’s so tiny that players would rather have more CDR later or conditional poke, Celerity would become mandatory.
Then nerf Absolute Focus.
I think
was abusing it, and that's why it got nerfed.
Then of course, there's people using it for the free extra damage, so just like every other rune, it should be focused on utility, not power.
But it's not like the current balance team can fathom that.

How can a champ that used to run ms quints "abuse" celerity? It was literally made for him.
RIOT NEEDS TO SEE THIS COMMENT THIS IS WHY DAMAGE RUNES GOT TO THE POINT THEY WERE
Stop the "too much damage/ Riot never listens to us" narratives if you want reasonable changes.
The problem is that there is already a lot of mobility/move speed creep in this game, which is why i think they lowered the MS, with high MS its too good not to take most of the time.
What they should do is find a way to balance it so it gives more MS to low movespeed champs and less to champs with already high MS.
They could just rework it to be a more niche rune instead of "Pick this one instead of the other two"
Or just nerf absolute focus as well ...
[slayer-jinx-unamused]
And their compensation buff to Hecarim was 10 damage on his Q.
Lol.
Yeah unless you get 3 ocean drakes for your team celerity is problematic
