@Riot and Community: Who do you feel is "inflexible to balance"?

What I mean by that is that the Champion in question is hard to give any buffs or nerfs without either becoming super-OP or super-weak. For instance, give the current Warwick any sorts of buffs, and he becomes oppressive. Or you could look at Irelia, who simply can't receive buffs because her kit is too diverse.

So who do you think fills in this category?

I personally feel Warwick Amumu Irelia Rammus Shyvana Urgot fit the bill.

Azir Kalista , but they're getting work done soon for that exact reason.

Bard is fkn broken now that riot buffed him

Maokai Garen Annie Alistar Blitzcrank have too little in their kits, IMO, to be balanceable without strapping on a gimmick like they did with Garen. They're just TOO simple for the direction League is heading in

Kayle Irelia Azir These seem like some of the hardest to balance, They can do a lot, so it's difficult to give them just enough to be useful without turning them into monsters.

It would depend on which skill receives buffs... The Champs you mentioned aren't all that difficult to buff. You are just lacking imagination. Urgot could easily Have his passive scale in to late game and lower AP as well instead of simply making it be flat 15% and it would most likely make him a valid late game valid adc pick. As well Changing his ult to something more suited for his position. Rammus, is fine where he's at. I don't see a reason to touch him. Warwick should perhaps have a Darius effect, if he kills the champ he can jump again; life Leech would not stack. Or another idea could W could adds bleeding effects that in turn heal him and stop enemy champs from healing. Amumu, a simple small reduction of the AOE size of his ult would do wonders. Small changes can work wonders.
