when you realse a new champion make sure that the champion in question IS FUCKING BALANCED you fucking mongoloids
You seem to be under the false impression that the PBE is a mode where they are to make sure that everything is exactly balanced to within .0000001% of the baseline.
It isn't.
The PBE is a mode where they test out dozens of changes and make sure that the coding of these changes are sound and, ideally, doesn't have any bugs. That fact, paired with the fact that the PBE servers are terrible, and the fact that there are a limited amount of players from all elo's just thrown into games(leading to terrible matchmaking from lack of options), leads us to the question;
How in Nagarakabous's great slimy tentacles are they supposed to make sure that it is balanced?
The way data works is that the larger your sample, the more accurate your results are. And compared to the millions of players that play this game in more... fairly constructed games of similar strength, the PBE servers are a terrible place to look for data, what with the limited play base and huge skill discrepancy. Sure, they can get initial data from the PBE, but the reason they still look at the main servers is to assess what looks strong, what looks weak, and what isn't working as intended(either by bugs or by players using it in a way other than the intended), is because the main servers allow for a range of testing that the PBE cannot.
