Rek'Sai nerfs are going in the wrong direction

Why don't give him less fury when he's attacking minions? Would solve the problem on top. Than let's say on level 12(14) he get's back equal fury from minions.

What about the passive health regen? Almost feels like a garen 2.0

The passive health regen is only when she is burrowed, if she has fury. It does take all of her fury in order to heal, which lowers the damage on her e. If your looking for a suitable nerf on that, it's really just her fury production that needs to be limited.
