the follow-up discussion about the QoL changes never came afloat... is he getting looked at with the Vanguard update at the least?

Amumu just received some small fun changes, i'm sure Skarner can get some of those.

Riot may have promised Skarner changes, but if you look at it from their perspective, it is very clear why they haven't actually done anything. You see, helping Skarner out a bit might make him more fun, but "fun" is not one of their design goals for Skarner. The only design goal that matters is ensuring that he is very vulnerable to getting countered. Everything else is unimportant, so QoL changes are, by default, not worth the time.

In all seriousness though, his design is fucked 6 ways to Sunday. I doubt Riot has any clue of what they could possibly do to help him out, particularly since him seeing competitive play in Worlds means that he's not up for any buffs.
