I got placed into a game with diamond / gold smurfs on skype and they admitied it.
Think about the noobies who solo queue cmon riot..

There isn't really a good way to deal with smurfs. I don't see much of a way of preventing a high elo player from creating a new account and playing with newbies.
Of course your situation isn't really with newbies, but it suffers from the same problems in terms of fixing it.
