Just a random question that doesn't imply anything inappropriate, of course.

No. The ability to freeze your summoner level would result in a similar thing that happens in World of Warcraft battlegrounds at level 19:

The lower levels would be entirely overpopulated by players trying to take advantage of preying on new players, which is obviously not fair at all. It happens enough with smurfs, but the way the system is set up, it's designed to skyrocket the smurfs out of that summoner level range ASAP.

Your summoner level has absolutely nothing to do with matchmaking

This isn't true. Riot has said there's a newbie island that protects newbies from being preyed on by smurfs. As the system detects smurfs, they're kicked out of newbie island. This is why when you smurf, it feels like everyone you're playing with is a smurf, because they are. If you ever watch an actual new player play, you'll notice most of the people they end up playing with play like they're actual new players.

It is true. What you’re referring to is MMR and it has nothing to do with summoner level. A smurf is still going to be low level as far as summoner level goes. It’s the normals/blind pick MMR that goes up quickly if you’re skurfing.

"Protecting newbies from experienced players" is an explicit consideration of matchmaking, enumerated separately from "Fair and competitive matches."

You're quoting an extremely outdated article. matchmaking isnt done the same way it was done in 2009. Since then we've had dynamic queue and things were changed past that. Level 30s back then got an ELO boost because masteries were tied to that and you could not be on an even playing field going into a game if you were higher level. This is not the case anymore. Stop trying to push false information.
