Noc's ult CD is too long

I feel the CD on his ult is too damn long at lv 1. It's not even very good at that level, Vi has the same CD but her ult is a hell of a lot better at that level. Maybe years ago that ult was the balls but now with all the potential things we have ( free ward, a lot of gap closer champions ) it's just a gap closer now that's no where near a secure gank.
