Is it me, or does TF feel...off?
I can't explain why. He's sitting at a solid winrate.
It just feels...slightly harder to play, slightly less fun, just...off.

It sounds like you either raised your mmr a bit and are now facing opponents who better know how to deal with TF (or at least respect his ult) - or you've happened to play a few games in a row where you've gone up against a Lane counter or a team comp that just does well against him.
As to the former point, even though i rarely get assigned mid I've often owned my lanes there - played top for a while and climbed a few divisions and suddenly get a few games mid where I'm completely blown away by how much more aggressive my Lane opponents have become. No longer am i comfortably poking them down and basing/roaming at will, but am often the one being forced back. My late game play is still pretty superior to theirs, but my early game feels "off" Largely due to my opponents better mechanics.
He could probably do with some streamlining to make his kit more modern. I feel like his W card flip mechanic is clunky in today's game, and it would be a little more fluid if he could sit on it indefinitely like Annie on her stun and Sona on her empowered autos. To me, having it be timed is irritating and hard to manage in fights, and if he could hold it, it wouldn't even break him considering that he's an AA dependent champ, and to not AA because he's trying to time a stun perfectly is just like Annie having to not cast spells when she wants to land her stun.
