Please re-work Evelynn into a true assassin

Evelynn is a relic of the past in many ways. Her skills don't grant shorter cd's as they level up. Her ratio's are both AP and AD across the board. Evelynn lacks focus. Nobody knows what to do with her since she can technically be built as an AD/ AP bruiser or an AD/AP assassin. Her voice over sounds like she is meant to be an assassin, but her ultimate's free health makes her seem like a fighter.

Please consider reworking evelynn into a true assassin, with killing power similar to zed, talon, akali and katerina. I don't mind if you have to take away the perma stealth
