I don't think Aatrox and Tahm Kench should be nerfed right now...
This is probably a legitimately unpopular opinion, but we'll see...
I don't think
should be nerfed in top lane.
The reason being that if Riot simply plays whack-a-mole with top lane, hammering down the highest tier of melee picks each time they surface in top lane, then eventually we will rotate back to a situation where ranged top lane bullies are dominant once again. If that happens, many melee picks will fall completely out of the meta (<1% pick rate) because they cannot survive the uninteractive/one-sided melee vs ranged matchup in laning and have nowhere outside of top lane to go.
These uninteractive "poke + disengage" ranged champions have never left top lane and are still in place to quickly take over if balance favors them because of nerfs to their melee competition.

As long as backline long-range lane bullies are still being played in top lane, I think top lane balance adjustments should aim to lift up the worst performing frontliner champions. Riot can bring in some alternative melee picks to top lane so that it doesn't feel like the current high tier top laners are crowding out variety.
's rework should definitely bring a nice breath of fresh air to top lane, and that's just around the corner.
If Mordekaiser's rework release includes new AP fighter items, then we may see more magic damage brawlers bringing variety to top lane. An AP equivalent of

could be awesome.
Bringing more true tanks into team compositions will make the overall game feel less damage-creeped. Also if we get more top lane AP fighters forcing top lane tanks to build MR during laning, I think armor items could be buffed since they will be harder to consistently fit into a build.
Buffing Cinderhulk against minions/monsters brought back jungle tanks, so buffing Sunfire can probably do the same for top lane tanks. Just a small +50 health buff could be a positive improvement too.
Could have its price increased in exchange for more health and a stronger anti-crit passive.
Could be made less anti-synergistic with Randuin's by removing Cold Steel in exchange for other stats.
Could have its passive aura replaced with a far stronger (and more visible) aura that is an active effect gated by a cooldown.
To provide a more slot efficient item for tanks to complete their builds with, Warmog could get a hefty cost increase (+450g) and get a passive +5% max health boost.
Because their passives are considered hard to balance, they could receive higher resistance stats instead so that they are at least full items.
If top lane tanks were buffed, then
could be reasonably nerfed to bring him in line with the others if needed, and we'd have a really diverse pool of beefy frontliners.
With more tanks in top lane, some less common picks could receive buffs in order to fill a niche as counter-tanks in top lane:
Could use buffs regardless, but he could become even more of an anti-tank drain tank. Ideas:
Frozen Domain reduces enemy healing in the area. Frozen Domain self-healing amplification scales with rank (+25/30/35/40/45% self healing, +25% healing from other sources).
Frozen Domain's movement speed buff moved to Pillar of Ice. Trundle can autoattack his pillar (Like Gangplank barrels), causing the pillar to shatter, creating a larger terrain of strewn ice with a stronger slow effect but removing the pillar obstacle.
Could receive slightly higher health per level so that he doesn't fall off as hard. He's a decent counter-tank during laning because of his sustained damage and true damage.
Is in the same situation as Olaf. He could receive slightly better scaling durability. Also he could have Violent Tendencies buffed to make him slightly better as an anti-tank. Maybe a slightly lower early cooldown for laning: ~~14 / 12.5 / 11 / 9.5 / 8 ~~ 12 / 11 / 10 / 9 / 8
