Riot - Why do you hate Viktor?

I've played Viktor over 200 games on 4 different accounts. Ranging from Gold to Diamond Elos.

After Viktor's season 5 glory riot finally figured out he was overpowered and nerfed him. Too much.

Post nerf Viktor sat at 47% unplayable rate. Riot thought that Vik didn't have enough and decided to nerf him again. AGAIN, while Zed sat at comfortable 55% for months.

Now, Viktor is barely holding to 46% to be absolutely changed into a different champion:

Death Ray (E):

• Laser Damage AP ratio reduced to .5 from .7 (scaling nerf)
• [Augment] Explosion damage changed to 40/70/100/130/160 (+ .6 AP) from 100% of Laser Damage (damage nerf)
• [Augment] REMOVED No longer reduces explosion damage by 60% against targets damaged by Death Ray.
• [Augment] Explosion delay increased to 1.25 seconds from .6 seconds (holy shit nerf)

Viktor's E was his bread and butter. Who the f*ck is going to stand there for 1.25 seconds to receive the full damage. Maybe if Viktor's Vortex (W) didn't take 1.5 seconds to stun the target, it'll be okay.

• Chaos Storm (R):
• Initial damage lowered to 100/175/250 (+.5 AP) from 150/250/350 (+.55 AP) (why)
• Tick interval increased to 2 seconds from .5 seconds (WHAT?!)
• Tick damage changed to 150/250/350 (.6 AP) from 15/30/45 (.10 AP) (good luck waiting 2 seconds for each tick)
• Duration reduced to 6 seconds from 7 (my heart)

So instead of having constant damage that he had before, now we have to Maneuver his R and hope it hits you every 2 seconds. With how mobile champions are, you'd be lucky to have the 1st tick.

I honestly don't understand how Riot can destroy a skill demanding champion and turn him into absolute trash. Currently on PBE tests players complain how clunky and unfulfilling Viktor is. He was already unplayable and this makes him even worse.
