I personally own all champs.
Perhaps for this mode, unlock all champs, so people with smaller champ pools can play.
Before you even enter champ select, you choose your 10 bans.
The bans can overlap.
I personally would have a ton of fun, because I can play 90% of the champions.
How would you guys feel about this?
Games on SR were you can ban all the champs you hate!
Games where you see all the C tier champs!

10 bans is what happens now. 5 on one team, 5 on the other. Sometimes you get overlap like 2 nasus bans or teemo bans. Makes no difference.

If ALL 10 players, banned the exact same 10, it would be the same as now.
The chances of that... I think are pretty low.
My guess is you would end up with 40-60 unique bans.
Could be fun in theory, but it's a bit too much. Maybe as a rotating mode? I mean, if there's no double bans, that'll be a 100 out of 137 champs banned.
Make everyone ban 5 each and making a rotating game mode maybe.
