Support is like tanks or healers in WoW's PUG system. It's a needed role that very few people want to play.
You either decide to wait or learn to love the role.
They are probably trying to get games out and going. If one Q is waiting for a support for 5 or so minutes. They will grab the first support they can get.
Of coarse that's just speculation though. As a CSCI major, I'm just trying to imagine what the waiting queue might look like under the hood.
But perhaps Riot should just change the language of the roles. As far as I can tell, they only promise one of those two roles, with out much hint of any priority to your primary role.
By the way, I usually just play fill with the expectation that I would support. But the Q timers were a little longer than expected, and I have gotten other role a bit more often.
