I don't see why he needs that. It shouldn't be tossed out there then used just to zone, while the enemy has to guess whether he's going to shuriken or blink-ult. Why don't they lessen the time it's allowed to be on the field?

Q cd 6 seconds (-40% = 3.6 seconds), e cd 3 seconds (-40% = 1.2 seconds). Shadow lasts 5 seconds. ult shadow lasts 6 seconds. The maths isnt hard.

It's not about it being all stages of the game. bit items are some of the cheapest in the game and give CDR so yeah, getting 40% cdr on him is easy, i didn't say he would hit everything, only that it is possible to do, and i said combo, not use every ability.
Sorry dude but he is currently pretty damn overtuned at the moment to try and compensate for the adc's power.
