Rakan Passive should refresh out of combat

Rakan shield passive should refresh when out of combat for ~10 seconds similar to Malphites. Normally it's cooldown doesn't start until it's broken, even if it only has 1 point left. I know that's cuz Rakan's shield cooldown continues while still in battle, but it should refresh when out of combat (maybe with the same cooldown as the in-combat one?)
