Cleared wave, return to tower
What an exciting matchup
Pretty simple way to fix that for Xerath honestly.
Lower the amount of mana he gets on autoing minions, raise the amount he gets on champions even further. This way to spam his spells, he needs to take actual risks
Thats why Xerath has that passive (I remember being around before he was reworked and it was discussed his passive is meant to both keep him from just spamming mindlessly, while still rewarding him for taking risks).
Ziggs is another story, and he JUST got a buff to his Q's mana costs.
Edit: As an elaboration, Xerath's level 1 passive currently restores 30 mana on minion / monster auto attack, 60 on champion auto attack.
Why not make it so he gets 15 on minion auto, and say 90 on champion auto ( 6x the normal value), at level 18 with that value he'd be getting 97.5 mana on minions and 585 mana on champion auto (by comparison, his current passive gives him 390 mana on champion auto at level 18)

Well that's one way too look at it, but you also just missed the other side of the coin. What about all the Lux/Zed matchups that you find yourself in? Do you know what happens? The lane gets forced into a giant farm lane where Lux has to stay 2k units away from Zed because the second she steps into his range he can overkill the hell out of her. Do you know which champ is actually driving the passivity in this match up?
Also this, I'd doubt anyone would want to try and actually fight, given that they will die very quickly because of their lack of mobility if an assassin jumps on them.
