Lucian needs some minor tweaks or a mini rework

I know ADCs are getting a lot of hate on the forums,but for those few that play adc,do you think Lucian is kinda weak now compared to meta adcs like twitch,tristana,xayah? After his laning phase in which he's still strong he doesnt have enough reliable dps to kill anyone tanky,and his range keeps him very close to the enemy,making him an easy target,where he has to choose to save E for escape and just use basic AA after Q,W. Not to be only a whiner,i suggest giving him a little bit more range,or changing his E so he gets AS when he uses it,make it so then his passive doesn't lower CD on his E. If not the basic abilities at least his ult should get some change,its completely useless against tanks and in late game using it you actually lose DPS,so maybe if it had some ARP or %max hp on it,or just make it an insta cast burst ult? Your thoughts? No flame,volibear mains plz
