I think ending on 99 or even 98 or 97 lp is unfair, we have to win a game just to get another 1, 2 or 3 lp and get into promos. How about doing this: if we end up on 97, 98 or 99 lp, we automatically get bonus 1, 2 or 3 points and get placed in promotion immediately?
If you end on 99 LP, then it's most likely that your MMR isn't high enough for the division. Or coincidence, but most of the time there's a reason for it.

I can feel your frustration, but well. The obvious problem with your suggestion is the so called "slippery slope".
If that change is implemente and someone lands at 95-96 points, they would complain that they would need only 1-2 to hit the "sweet spot", and so on.
Okay, let's say Riot changes it so you go into series at 99LP.
Next week there will be a thread whining that they make the cutoff 98LP because it's unfair and demoralizing to be 1LP short.
Do you see the problem? The cutoff has to be somewhere, and presumably Riot doesn't want to significantly decrease the number of matches required to reach a promo series.
