Are we going to address Twitch?

Everyone is on about the new updates, etc. But Twitch is getting no discussion at all. This champion is beyond broken (especially with BORK atm) and is in need of serious nerfs. Not sure how he has flown under the radar so long. I don't think I've seen a Twitch that hasn't not only dominated laning phase, but completely carried a game, in a long time.
