Support CDR vs Ionian Boots of Lucidity

The current CDR that is available for a support:

  • Masteries: 5% cdr or 10% cdr (with 9/0/21)
  • Runes: 5% cdr (with 6 cdr glyphs), 10% cdr (with 6 Scaling Glyphs), 15% (with 9 Scaling Glyphs), 2.5%/5%/7.5% (with 1/2/3 CDR Quintessence)
  • (1st item) Support Item: 10% cdr
  • (3th item) Ionian Boots of Lucidity: 15% cdr
  • 4th item or higher: 10% or 20% cdr for every supportive item

Currently the support has acces to a lot of cdr early in the game. One of the early cdr tricks for example is to go 9/0/21 & 6 cdr glyphs to get a 15% cdr start. Combine this with Ionian Boots of Lucidity and you get a healthy 30% cdr. A trick that is often used on Morgana support. But when whe look to this again. How many times we actualy see Ionian Boots of Lucidity on a traditional support? It's not a item you would see on a support like Karma Janna Nami Sona Lulu Taric . The only traditional supports you will see it sometimes would be Zilean and Soraka.

But than whe didn't even mention the situation whe create when whe buy item 3158. How whe like it or not. It's a item that will fall off in the lategame similar to the other supportive boots item 3117 and they tend to be replaced with item 3111item 3047item 3020 when you arrive to that point. It really won't be easy to replace that 15% cdr with one item without overcapping the value. Something that tend to happen often with item 3158. For this reason I think whe need some changes to it:

#OPTION 1

item 3158 Ionian Boots of Lucidity

Unique Passive: +15% cooldown reduction UNIQUE - ENHANCED MOVEMENT: +45 movement speed UNIQUE - COOL SPRINT: Overcaped cooldown reduction will convert into % movementspeed (max 20%) [NEW]

#OPTION 2

item 3158 Ionian Boots of Lucidity

Unique Passive: +10% cooldown reduction UNIQUE - ENHANCED MOVEMENT: +50 movement speed

#CURRENT INGAME

item 3158 Ionian Boots of Lucidity

Unique Passive: +15% cooldown reduction UNIQUE - ENHANCED MOVEMENT: +45 movement speed

The thing with CDR boots is that support itemization basically guarantees that you'll be hitting 40%CDR by the end of the game without boots, making other boots that don't give redundant stats more valuable. Your first option is interesting, converting excess CDR into movespeed, but, like I said, with support itemization the way it is, the CDR from the boots is generally going to be the CDR above the cap.

All that to say, If CDR boots were intended to be a support item, CDR shouldn't have been made so abundant a stat for their itemization. I do like these boots on Ezreal and some AD top laners like Garen and Riven, but not on supports.

item 3158 is actualy designed for supports. It was riot intention to make both item 3117 as item 3158 item where support could go for. However ingame it has proven not to go like this. If a sustain support has to decide between item 3117 or item 3158. He will almost go every time for item 3117. I believe most of them would even prefer item 3111 above item 3158.

Offcourse it can be used for other champions. So was item 3158 part of the poor man build for midlaners.

I think it would make sence these boots get another passive. All other boots have so their own Passive. So has item 3111 tenacity, item 3047 the block passive, item 3009 slow resist, etc...
