So since Garen can no longer get ANY crit with AD as well, why hasn't he been given anything????????

The reason is, because Yasuo has no alternate builds not including crit chance. He depends on that stat.
Meanwhile Garen not having proper option for crit is not that big of a problem, since he has other options (bruiser and tank items). Garens main build doesn't even include crit, it is just a niche build occassionally used.
Cz no one bought IE on Garen anymore to begin with?
One is a champion who is balanced around rushing crit.
