So about glacial augment.. thoughts?

For awhile, I only saw and use it, but now even aurelion doesn't build GLP (which is a discussion of it's own)

Would it be balanced if Movement impaired enemies took extra damage from you? Or you get some sort of stat boost or damage so you could take it over something else? I think it's a fairly interesting rune but doesn't have much practical use in league of damage.
