One thing I don't understand about the new Champion Select

What's the point on picking the champions we want to play twice?

For example

Once we accept the queue, it takes us to picking champions. After that, it tells a certain individual who they want to ban. Then it takes us back to picking the champion we want to play.

I don't get the point of that o_O
