Galio 2015 (I want to believe)

His mana costs are too high He has an Anti magic damage passive but he doesn't really benefit from MR in terms of playstyle (seems to be more of an anti AD character) He is melee but doesn't have any reason to be in Melee range

Galio 2015 what? If this is referring to the next Ultimate skin, that will most likely go to a mid-laner or a top-laner, so Galio could be in those options. For the Championship skin, I think that has something to do with the champ being played a lot that season or something, and the Victorious skin is for a champ that had a large impact on the game that year, like Morgana did. If this thread was about a Galio rework, I think they have higher priority targets than Galio (I think Kassadin is the one that they are working on next). If it about buffs, I'm sure if he needs them they will come around eventually.
