they're giving him mobility.
because riots making it very clear you NEED it to function as a champion.

GreenLore3 votesYou either need mobility or ranged cc if you are melee(or have really low range like Urgot),otherwise you could never catch the champs that have one of these.
Not to mention that it kinda makes sense to give new Urgot mobility,cause his passive revolves around his positioning towards the enemy,meaning his new E is pretty much needed to make good use of his passive during a fight.
