"The Tribunal is currently building more cases." WHAT?

"The Tribunal is currently building more cases. Please return later to vote on summoner case files." Seems like this would be automated and have a steady stream of cases considering the amount of trolls in the game. And why would the amount of games you play over the span of your entire history be a factor? If you go on tear of troll games 5 in a row, congrats, you are just as big of a troll as anyone else. Mores so I would say cause you are a veteran. The Tribunal/report system is backwards. I expect poor gamesmanship to decrease with experience. No wonder there are so many trolls.
