@RIOT is ekko supposed to be 100% reliant on landing his w on multiple people late game?

He has so many options early and mid but late game he is restricted to only doing this or do nothing at all he has a really tough time assassinating players without his w despite having high dps late game

Is being reliant on his w to assassinate players just part of his skillcap?
