Why does Neeko have a better Amumu ult with less risk

Basically she has high ratios, high base damage, stealth, mobility, a root and a stun, burst damage. Why is she not being released with low base ratios to discourage tank builds that are unfair? Where is the counter play to Neeko? Becauase she deals enough damage up front that melee assassins and ranged assassins will just get crushed by her if they get hit by just her root. Meanwhile Neeko gets a shield, and there is no news about being able to cancel her ult yet.
