i will be honest riot, i prefer the old expensive 35% tenacity item 3111 rather than the new cheap 20% tenacity one

just an example, nobody builds those bots because 20% tenacity is almost nothing. Morgana snare which is 3 sec long with merc it will be reduced just to 2.4 sec and in my opinion is pretty useless to buy that.

the only way to make it worthy is that u take the tenacity mastery and item 2138 both together with item 3111

my suggestion is: increase the cost but increase the tenacity, or just make more items with tenacity because item 3111 is the only item that gives tenacity the other one is only for specific non-rift maps which is item 3170

Disagree, 20% is plenty for me with the champs I play, the only way that it doesn't work out is cc lock where I get hit with a morg Q followed by Naut auto then follow up with Maokai snare and finally udyr bear hit. Just saying the chain cc lock hard to avoid but anyways, 20% is plenty to make plays out of what you need. Just find ways to manuever by either utilizing gap closers or flash
