I think you should only be able to surrender at 15 if your team is down significantly in gold

I've noticed a heavy percentage of toxicity is due to folks who want to ff@15 because they're behind, regardless of the rest of the team who are doing fine. They then resort to toxicity to express their frustration, and could potentially ruin the entire game just with their attitude. I think a good fix for this would be to send a little message to the person trying to ff when the rest of the team is doing ok, saying something along the lines of "Gold lead is currently not low enough to start a surrender vote. Hang in there!" or something like that.

It's at least better than doing nothing.
