Why are there no "reworks" like Garen's?

Keeping his kit entirely intact and not adding any new mechanical bullshit? Why not more of that?

Because Garen isn't seen as a successful rework. Not by his mains and not by the general community.

Garen's rework is like, close to nothing. Darius is a good example of a perfect rework.

I think the type of kit you're looking for are probably number changes, a bit like how Sion is getting his in the Tank update.

The rework DID addressed the problems he had from his old kit:

Late game teamfight sustain.
Counterplay to his Q.
Mana issues due to repeated Dunk casts.

As far as I'm concerned, the rework:

-Homogenized the game even more by giving a lane bully unneeded sustain -Reduced top lane variety more than it's ever been in any season -Gut Darius' jungle potential -Facilitated in the nerfing of summoner 6

I could probably list 3 or 4 more things, to be honest. Probably will tomorrow morning if I'm not too hungover.

Now Darius is just a pain at all stages of the game. Those nerfs we saw a few patches ago will not be the last, I promise you that...it's great having one more champion to throw into the basket of balance issues and grievances that plague this game.

The delay on his Q is pretty much the trade-off if he were to properly managed to land his Q well for the heals. Plus, that "reduced top lane variety" actually goes to Yasuo & Riven mains.

Darius nerfs were what I'm always expecting since I've mained him & know his strengths well.

Darius's rework is a much better example of a "change nothing" rework. Garen's was a failure IMO.

because I think almost all his passives and abilities has became his "identity"??? that's why it's very hard to rework him...

Garen has a mildly functional kit that can translate to newer designs with the mild tweaking it's received over the years. However, Riot has determined that this is not so much fun, because what's mildly functional now will quickly become obsolete in a few years, so this is why they focus on doing full blown overhauls.
