Can Teemo get mr per level?

Teemo was designed to be an ap assassin with 0 skill shots... Just the idea of such a thing doesn't belong in league of legends. They gave ryze a moronic stupid crappy skill shot that makes it impossible to duel with someone if there is 1 friggin minion around, so if were gonna change teemo...bubba, its skill shot rework time and that stupid blind of his better get minion blocked just like everything else!
