Iv'e been seeing this on a ton of pro ADC players if they play immobile champions such as Varus, Ashe, Twitch, etc. Is this the new meta?

Cheaper, faster, more resistance to the plethora of slows every champion and FotM item possess

^ what Surfer Ashe said, the small amount of extra ms is (not that surprisingly) extremely effective for positioning, kiting, chasing and getting out of bad situations. I would say it's almost a core item on Ashe to say the least. RFC and Swiftness is pretty good.

It is not meta; those champions are still being built with Berserker's Greaves.
